Directorate of Higher Education was set up in the year 1997. It was given the independent responsibility of looking after the college branch of the Education Department vide Cabinet decision No. 174 dated 25th May, 1996. The Directorate is also the administrative department for Guru Gobind Singh Indraprastha University (GGSIPU) which was estgablished by the Govt. of Delhi in the year 1998 through the Indraprastha Vishwavidyalaya Act, 1998. At present the Directorate of Higher Education is located at B Wing, 5 sham Nath Marg, Govt. of NCT of Delhi, Delhi.

Objectives :
  1. To promote the cause of higher education and to prepare comprehensive policy for Higher Education in the field of Engineering, Architecture, Management, Medicine, computer science etc.
  2. To open new colleges in various localities of Delhi.
  3. To Release Grant in Aid to colleges as per policy.
  4. To ensure that the accounts of the colleges partly or wholly funded by the Directorate are audited by the Examiner, Local Funds Accounts (ELFA), Dte. Of Audit.
  5. To acquire suitable sites for new colleges.
  6. To grant No Objection Certificates to the educational institutions and colleges seeking affiliation with Guru Gobind Singh Indraprastha University.
  7. To give award to meritorious students pursuing courses in general stream in Government Colleges.
  8. To grant financial aid for conservation of historical and old buildings of Delhi from which several prestigious colleges of Delhi are run.

Funds to Colleges :

The Department provides financial assistance to colleges. Out of these 12 colleges are wholly funded by the Departments and the remaining 16 colleges are given grant in aid to the extent of 5 % of their recurring expenses and upto 50 % of their non-recurring expenditure.

GGSIP University :

Guru Gobind Singh Indraprastha University was established by the Delhi Government in the year 1998
  1. To facilitate and promote studies in emerging areas of Higher Education with focus on professional education namely Engineering, Information Technology, Management Studies, Education, Law etc.
  2. No Objection Certificates were given to 48 Institutes for different courses affiliated with GGS IP University.
  3. The GGS IP University is at present functioning from the old Delhi college of Engineering building at Kashmere Gate, Delhi.
  4. Possession of land for construction of University campuses at Dwarka and Surajmal vihar has been taken over and the construction of Dwarka campus of the University is expected to be completed by March 2009.

Campus of GGSIP University :

Constructuion and development of Dwarka West Campus and surajmal vihar East Campus of GGSIP University.

Dwarka West Campus : Land measuring 64.46Acres allotted by DDA at Sector 16-C, Dwarka on 19.01.2000 the EFC of Rs. 2.64 Crors on 13.08.2002 for preliminary work Rs. 6.16 Crores approved by EFC on 09.07.2004 for professional fdee for architecture and PME and Rs 131.73 Crores approved by EFC on 19.01.2006 the work is in progress. 16% work has been completed.

Surajmal Vihar East campus : Land meaqsuring 19.1 acre allotted at Surajmal Vihar At Shadra on 12.01. 2000. The EFC of Rs. 1.34 Crores on 13.08.2002 for preliminary works, Rs. 1.70 crores approved by EFC on 09.07.2004 for professional fee of Architect and PMC. Rs. 65.82 crores approved by EFC on 19.10.07. The approval of carry out plan is awaited from MCD.

Making the Educational Institutions Financially Reliant :

The Govt. of NCT of Delhi has approved development corpus fund proposal in order to enable the University to become financially self-reliant to the maximum.
  1. An amount of Rs.350 lakhs was released to the University by the Delhi Govt. as matching share during the year 2003-04,
  2. Funds amounting to Rs.200 lakhs were released by the Delhi Govt. under plan Scheme for the year 2003-04 to the GGS IP University to meet the recurring and non-recurring expenditure.
  3. Funds amounting to Rs. 298 lacs were released by Delhi Govt. under capital outlay plan for construction of East and West Campus of Guru Gobind Singh Indraprastha University for the year 2003-04.
  4. During 2003-04, funds amounting to Rs. 65.00 lakhs were released under plan to Delhi Institute of Heritage Research ad Management as Grant-in-Aid to meet its recurring and non-recurring expenditure

Future Plan

The Directorate of Higher Education has immense scope in the coming years for imparting quality college Education to the younger generation in the NCT of Delhi.

Our Vision for the Future

This Directorate of Higher Education would like to ensure that no student of Delhi leaves the city for pursuing higher education in other states only because no seats in the course of his choice were available in colleges in Delhi. Further the Department is also committed to ensuring that no deserving student of the city be deprived of professional qualifications of his/her choice.
