Question:1- Is the EE & REM Centre manufacturing or selling the Solar Water Heater?
Answer:- No. The Centre is promoting the use of Solar Water Heaters in Delhi as an Energy Conservation measure.
Question:2- I am a Domestic Electricity Consumer residing in Delhi. I am interested in installing a Solar Water Heater at my residence. Please let me know from where I can get rebate / incentive of Rs. 6000/- being provided by Delhi Government.
Answer:- In the case of purchases made between 22-12-2006 to 30-04-2007, the consumer is required to submit a claim directly to the EE & REM Centre. After necessary verification, the rebate / incentive will be released to the Consumer through ECS (Electronic Clearing System). For purchases made on or after 01-05-2007, the equipment is to be sold by the Manufacturer / Supplier / Dealer after reducing the amount of rebate / incentive from the Bill of the Consumer. The vendor shall submit a claim to EE & REM Centre for getting the rebate passed on by it to the Consumer. The EE & REM Centre, after necessary verification, shall release the amount to the vendor through ECS.
Question:3- What is meant by Domestic Consumer?
Answer:- It refers to the electricity consumers whose supply type or tariff category is mentioned as Domestic in the electricity bill.
Question:4- What is the cost of Solar Water Heater?
Answer:- The cost details for the purpose of loan are available at MNRE website at http://mnre.gov.in/ui&cgr/advertisement.htm. The market price may be higher and may vary from vendor to vendor. The cost of a 100LPD system varies from Rs.18000/- to Rs.25000/- depending upon type and location of the system. The cost of piping (Plumbing), heat exchanger, controller, cold water tank, transportation etc. may be extra.
Question:5- Is there any guarantee / warranty on Solar Water Heater?
Answer:- The system cost mentioned in the MNRE website includes Five Year warranty. However, the consumer is required to obtain details of guarantee / warranty available on the particular product sold by a vendor.
Question:6- Where can I purchase the Solar Water Heater?
Answer:- For availing Delhi Government rebate/incentive, the consumer is required to purchase the system / equipment from BIS approved manufacturers of FPC based system or MNRE approved suppliers of ETC based systems or their authorized dealers. List of vendors having office in and around Delhi is available at DTL website at http://www.delhitransco.gov.in/EnergyEfficiency/Public_notices.htm. The detailed list is available at MNRE website at http://mnre.gov.in/ui&cgr/advertisement.htm
Question:7- Is it necessary to purchase the equipment from BIS / MNRE approved Manufacturers / Suppliers or their Authorized Dealers?
Answer:- Yes. This is absolutely necessary as per the Rebate / Incentive Scheme of Delhi Government. Bureau of Indian Standards (BIS) grants license to Manufacturers of Flat Plate Collector based Solar Water Heaters. The Suppliers of Evacuated Tube Collector based Solar Water Heaters are approved by Ministry of New and Renewable Energy (MNRE), Government of India.
Question:8- What is the minimum capacity of Solar Water Heaters available in the market?
Answer:- The Flat Plate Collector based equipment is available at the lowest capacity of 100 Litres per day (LPD) and the available minimum capacity of Evacuated Tube Collector based equipment is 50 LPD.
Question:9- How to decide the capacity of Solar Water Heater for my residential use?
Answer:- The capacity of SWH can be worked out on the basis of daily requirement of hot water in the household. It is sum total of hot water required by a household in a day. It is observed that one person requires approx. 25 Litres of hot water for bath. So a 100 LPD system may be sufficient for a family of four persons. In case of larger requirement, a bigger capacity may be chosen.
Question:10- What is FPC based Solar Water Heater?
Answer:- In this type of SWH, the solar radiation is absorbed by Flat Plate Collectors which consist of an insulated outer metallic box covered on the top with glass sheet. Inside there are blackened metallic absorber (Selectively coated) sheets with built in channels or riser tubes to carry water. The absorber absorbs the solar radiation and transfers the heat to the flowing water. The flowing hot water is then collected in the storage tank.
Question:11- What is ETC based Solar Water Heater?
Answer:- Evacuated Tube Collector is made of double layer borosilicate glass tubes evacuated for providing insulation. The outer wall of the inner tube is coated with selective absorbing material. This helps absorption of Solar radiation and transfers the heat to the water which flows through the inner tube. The flowing hot water is then collected in the storage tank.
Question:12- What is the life of Solar Water Heater?
Answer:- 15-20 Years.
Question:13- What kind of water is required for Solar Water Heater? Can I use bore-well water or ground water as I am not having DJB / Public water supply at my residence?
Answer:- Preferably DJB / Public Supply water should be used. If water quality is not good then heat exchanger is additionally required in FPC based system.
Question:14- I am having an Electric Geyser at my residence and I want to install Solar Water Heater. Is there any buy back arrangement or exchange scheme available?
Answer:- At present no such scheme is available.
Question:15- I do not want to discard my existing Electric Geyser as it is in good condition but I also want to install Solar Water Heater at my residence as I fully understand the savings achieved through it. Is it possible to use both in combination?
Answer:- There is no need to discard your Geyser. It can be used in combination with your new SWH. The only thing that you need to do is to connect the out let of your SWH to the inlet of your existing geyser. The temperature of the water coming out of SWH can also be elevated through the electric geyser, if needed.
Question:16- Can we get hot water during foggy weather / rainy season?
Answer:- The SWH heats water only when sun is there. In case of foggy / rainy day, the hot water already available in the system may be utilized. Further, the systems sold now a days have built in electrical back up, which can be used for heating water on such occasions.
Question:17- How much area is required to install Solar Water Heater for my residential use?
Answer:- A 100 LPD system requires open surface of 2M X 2M.
Question:18- Do I need to install the Solar Water Heater at my roof top?
Answer:- It is preferable to install the system at your roof top where the solar radiations are freely available. However, it could be installed in the Balcony, Terrace and open ground. Smaller systems may also be installed at the window by providing a suitable structure to support the system.
Question:19- Can I put my system in any direction depending on the open side available at my residence?
Answer:- The angle and direction of installation is of great importance as it will affect the efficiency of the solar collector. The collector should receive the maximum amount of sunlight each day and throughout the year. In Delhi the collector should face south.
Question:20- How much saving I can get in my electricity bill by installing Solar Water Heater?
Answer:- Saving would depend upon the usage of Electric Geyser. It will also depend on the tariff slab.
Question:21- I am a Domestic Electricity Consumer residing in Delhi. I am interested in installing a Solar Water Heater at my residence. I am planning to purchase the system by taking 2% interest loan as per MNRE Scheme. Please let me know if I am also eligible to get rebate / incentive of Rs. 6000/- being provided by Delhi Government.
Answer:- Yes.
Question:22- Can we use Solar Water Heater for running electrical appliances?
Answer:- No.
Question:23- Is there any rebate / incentive given by Delhi Government on Solar Photovoltaic Panels (Solar Lighting Panels)?
Answer:- No.
Question:24- Our Society is constructing multi-storey residential flats, how can we get the rebate / incentive being offered by Delhi Government?
Answer:- The individuals may seek Delhi Government rebate /incentive provided they have an electricity connection in their name.
Question:25- I live in a Society Flat / Multi-storey residential flat, how can I get the rebate / incentive being offered by Delhi Government?
Answer:- The individuals may seek Delhi Government rebate /incentive provided they have an electricity connection in their name. The amount of rebate per electric connection would be Rs.6000/-.
Question:26- We live in a Group Housing Society and we want to install a combined Solar Water Heating System for each block or combined for all the residents. Are we eligible for the rebate / incentive being offered by Delhi Government and if so, please tell us the amount of rebate / incentive we can get?
Answer:- The individuals may seek Delhi Government rebate /incentive provided they have an electricity connection in their name. The amount of rebate per electric connection would be Rs.6000/-.
Question:27- Whether the Delhi Govt. rebate / incentive is applicable for residential consumers in NCR Region?
Answer:- No.
Question:28- I'm having an electric connection provided by a franchisee / contractor of DISCOM. Am I eligible for Delhi Govt. rebate / incentive of Rs.6000/- on installation of Solar Water Heater at my residence?
Answer:- Yes, if the connection is from an authorized franchisee / contractor of DISCOM.
Question:29- I have purchased a Solar Water Heater for my residential Flat in Delhi, but the electricity connection is in the name of previous owner. Am I eligible for Delhi Govt. rebate / incentive of Rs.6000/- on installation of Solar Water Heater at my residence?
Answer:- No. For availing the rebate / incentive of Rs.6000/- the electricity connection should be in the name of purchaser of Solar Water Heater. You may apply for rebate / incentive after change of name in your electricity bill.
Question:30- I live in a Flat / House and I have purchased a Solar Water Heater for my domestic use. The electricity connection is in the name of my father who is no more. Am I eligible for Delhi Govt. rebate / incentive of Rs.6000/-?
Answer:- No. For availing the rebate / incentive of Rs.6000/- the electricity connection should be in the name of purchaser of Solar Water Heater. You may apply for rebate / incentive after change of name in your electricity bill.
Question:31- I live in a rented Flat / House and I have purchased a Solar Water Heater for my domestic use. The electricity connection is in the name of my landlord. Am I eligible for Delhi Govt. rebate / incentive of Rs.6000/?
Answer:- No. However, you may avail the rebate /incentive after transfer of electricity connection in your name.
Question:32- I live in a Flat / House allotted to me by my Employer and the electricity connection is in my name. Am I eligible for Delhi Govt. rebate / incentive of Rs.6000/-?
Answer:- Yes.
Question:33- Is their any special rebate for Central / State Government Employees for installation of Solar Water Heater at their residence?
Answer:- No.
Question:34- Is it possible to have a live demonstration of Solar Water Heater?
Answer:- Normally live demonstrations are being arranged during various exhibitions.
Question:35- Is it necessary to install a separate Cold Water Tank for giving input water supply to Solar Water Heater?
Answer:- A regular cold water supply, at a height of around 2.5 m is necessary for functioning of the solar water heater. In case cold water is not available continuously, a separate cold water tank may have to be installed, at least equal in capacity to the capacity of the solar system. In case cold water supply is interrupted during the day, the heating of water by the solar system may not be affected significantly, although hot water cannot be drawn for use till the water supply is restored.
Question:36- Whether my existing piping (G.I. Pipes) will be suitable to carry the hot water or separate insulated / special piping would be necessary?
Answer:- A separate insulated pipe is required from Solar Water Heater Tank to Utility Point. In case of G. I. Pipe the temperature falls due to heat loss during the flow.
Question:37- I am a Manufacturer / Supplier / Dealer of Solar Water Heater. Customers are approaching me for purchase of Solar Water Heater and are asking for rebate of Rs.6000/-. Please tell me if the equipment is to be sold at a rebated cost (i.e. Price including taxes minus rebate) and if so, how will I get the rebate back?
Answer:- It is necessary to purchase the equipment from BIS / MNRE approved Manufacturers / Suppliers or their Authorized Dealers. The equipment is to be sold to Domestic Electricity Consumers at the rebated cost after reducing the amount of rebate / incentive of Rs.6000/- bring provided by Delhi Government against self attested copy of last paid electricity bill. The electricity bill should be in the name of the consumer of SWH and supply type should be domestic. The rebate / incentive amount is to be subsequently claimed by the Manufacturer / Supplier / Dealer from the Centre on fortnightly basis after installation of the SWH at site. The amount shall be released to Manufacturer / Supplier / Dealer through ECS after necessary verification of the installed equipment at site. In case of Dealers, the amount can be released directly to them without routing through Manufacturer / Supplier
Question:38- I am a Manufacturer / Supplier / Dealer of Solar Water Heater and I want to get registered in Delhi. Please let me know the procedure for registration with EE & REM Centre.
Answer:- The EE & REM Centre is not registering / empanelling the manufacturers or suppliers of solar water heater. The Bureau of Indian Standards (BIS) grants license to Manufacturers of Flat Plate Collector based Solar Water Heaters. The Suppliers of Evacuated Tube Collector based Solar Water Heaters are approved by Ministry of New and Renewable Energy (MNRE), Government of India. For Delhi Government rebate /incentive scheme BIS / MNRE approved vendors are eligible.
